Alabama 811 must be notified before digging — a minimum of two full working days, not counting the day of notification — and the requirement is not limited to contractors. - If the fence is painted and the house went up before 1978, the federal lead rules can reach it. EPA’s exterior threshold is 20 square feet of painted surface disturbed — more generous than the 6 square feet that applies inside a room, but a fence run is a lot of square feet, and scraping one is exactly the kind of job that crosses it without anyone noticing. source

What moves the number
- Posts versus panels. Replacing pickets on sound posts is quick work; a post that has failed at the ground line means digging, and digging means a locate first.
- How much of the run is ours to fix. If it is a line fence, Alabama says the expense is joint — that is a conversation with a neighbor, and it is better had before the work than after.
- What is in the ground. Post holes are excavation. Alabama 811 has to be called and the marks honored, and utilities do not always run where anyone expects.
- Gates. A gate is the part that moves, so it is the part that fails, and rehanging one properly is closer to carpentry than fencing.
- Access and terrain. A slope, a narrow side return, or a yard you cannot get a truck near all add hours before anything is built.
